English often has more than one way to say something. There isn't really much difference between "meet" and "meet up", but yes it means "to meet someone". The main thing to remember is that it is more of a casual term used with friends and not frequently used for the business environment unless your workplace is casual.
Let's meet for lunch. = Let's meet up for lunch.
We need to meet up to discuss the project. = We need to meet to discuss the project.
Normally "meet up" is used when not attached to anything else. For example - Let's meet up. vs. Let's meet on Friday.
"Meet up" can also be a noun. "We are having a meet up on Thursday after work." In this case it means that friends, acquaintances or members of a social group (sports club or special interest group) are getting together for a social occasion.
